My dad just scooped up some nice 16" wheels for the truck he thought they were what I wanted however I asked him what was the width and he said 16x8 and I was not to happy. So now I ask what are the biggest (height and width) tires that I could put on these rims

You can put whatever you want on them. Some guy in TTC is running 15x8s and 44 boggers.

I wouldn't run anything over 12.50 on a daily driver, offroader only, like tim said anything.

I agree with you. Maybe just a touch wider than 12.50 on an 8". 12.50 on 7" is ok so I'd say 14.50 or so on an 8. Just keep in mind it'll affect how your tire wears if you go too wide.

Exactly it will wear too much in the middle and if you try to run lower air pressure to compinsate they will run hot. I have seen 35x15.50 SX's on 15x8's on a jeep and thought it looked like crap and the tire was sucked in way to far for a DD.
