If you're in CA, all you need is one, either the body or the frame, and if you are swaping VIN's make sure you use the right rivets (rosette) or DMV will get you.

On my 80 there's a part number on the frame where the VIN should be?

    Replaced frame?

    Or should I look elsewhere

The VIN will be on the TOP of the frame rail, that number on the side of the frame rail is a part number or plant number or something like that. But the VIN will be on the TOP of the frame rail.
