92 s-10 Blazer Roof Rack removal?

    I'm building a custom confer style tube rack and spare tire carrier for a friend with a 92 s-10 blazer. There are torque style star bolts , 2 on each corner, on the stock cheezy rack but loosening them doesn't seem to be gaining any progress. Is there access the bottom of those bolts by removing the roof interior window panels? Kind of a weak design so I'm hoping I can add steel plates internally and create a pinch mount so the new solid rack is firmly planted on. Any info would be appreciated!
