Is this supposed to be open or shut with the engine running?

When the engine is cold it should be open in order to draw warm air off your manifold.

Once the engine warms up, there is a thermostatic switch that will cause vacuum to pull it open to draw cooler (?) air from the engine compartment.

Maybe its stuck then or the vacume hose has a hole. Can you pry it open and does it stay open?

Sounds like it is bad then. You can get another one or just leave the hose off and plug it up.
