Is the guage all the way to the max or the min? Unhook the sender, the guage should go to max. Ground the wire the and guage should go to min. Its most likely the sender I go through one every few years.

Still might be the sender. Unhook it and see what happens.

If the gauge is working inter. I don't think its bad I would say your sender,or wiring is bad. But it is really easy to test, make sure the wire is getting batt. power with the key on, then with someone watching the gauge ground the wire, the gauge should move.
DO NOT leave the wire grounded for more than a 10th of a sec. though as you will fry the gauge. I usually just tap it like once or twice and the gauge will jump for the dude in the seat watchin' /forums/images/graemlins/thumb.gif
