I jacked up the beast and noticed that when I turned the rear wheels I could hear the brakes dragging. They hardly turned at all. The other thing I noticed is that they would only drag half way around and then rotate freely. Do I need new drums to fix this or can I just adjust the brakes?

If they only drag halfway, that means the drum face is warped. Take it to an auto parts store or a service station and see if they can turn the drum. If it's not to bad, they can re-surface the drum. If it's really warped, they would have to remove too much material to make it straight again.
