when it is cold i keep it above the cold line.
i always keep fluid in it so i know my radiator has fluid in it.

yeah, it only needs to be at full line when hot, there is a cold line too or one or the other depending on the tank design, the contraction of water when engine is cooling vacuumn draws/sucks fluid from the tank into the radiator through the filler neck , fluid level in radiator is always around 1" to 2" below the top of the radiator when cold

As far as NEED it? You don't need it at all. My 72 doesn't have one except for the converted coke bottle that's pulling duty as a puke tank
