Like why do some food items have 2 or 3 safety seals for our protection, yet a loaf of bread has only a simple twist tie? And pepper has no seal at all? Is it that some food items aren't worth tampering with?

I think its just that some have not been tampered with yet. Like most things, no one will do anything until the benefit outweighs the costs. If someone gets hurt, they will fix the problem.

Its also worth noting that everything cannot be made safe, ever. There will aways be an opportunity for a$$hats to do something bad.
