Any time I hear this kind of thing, my first reaction is "grounds."

Go check that the ground on both sides actually connects to the body; also check that the connectors for the bulbs are clean and not corroded. I had to replace a socket on my '85 'cuz the wiper was freakin blue from crap :(

I wouldnt think that it would be a ground issue if the lights on that side work while the low beams are on??

First: Swap the bulbs from right to left and see if the problem is the same. That proves the bulbs.
Then check fuses. Are the L & R Hi beams on seperate fuses?

Then do what dremu said. dodgy earth connections cause all sorts of wierd effects.

then, if problem is still there, you will have to start tracing wiring to relays switches etc.
