A certain locked thread got me wondering. What is procedure for LEOs, when they pull over a driver for traffic or equipment violation, and they are unable to communicate with the driver????

    They are like cue-balls................................:eek1:

I cannot say for certain, but I would have to guess that in 99% of all situations, that non-English speaking person is going to be speaking a certain foreign language. Therefore, even though a lot of my survival Spanish training has gone out of the window, there are a few key phrases that stay with me and I am able to conduct the stop somewhat and can make my point to the driver if I'm letting them go.

Depends on the language. Most agencies have officers who speak Spanish, Vietnamese, Chinese, Korean, etc. that they can call over if it is a large metropoliltan area. In more rural areas, they can sometimes call their own dispatch center who may have someone on staff who speaks the language. The local phone companies also sometimes offer translation services. It is rare to find someone who doesn't speak a single word of english. But, it all depends on the contact. For a simple cite, officers can usually make do with pointing and showing. For an arrest, you can always find a resource once you get them down to the hoosegow.
