I am going to have to build a new drag-link. How long should I make it if I decide to relocate my zero rates forward 1"? How long should it be if I just leave it centered?

The best way to get that length is to just measure it up and build the exact length you need. With crossover, the draglink doesn't change an appreciable amount with offsetting the axle front to rear so I wouldn't worry about that too much.
