Get the Edelbrock TES header system and a good high perf single 3" ehahust.
Get some mods for your TBI from these guys: (link)turbocity.com
I recomend the Multiple performance package to start.
I'm running a lot of the mods on that page. They work pretty much as claimed.
Might as well get a K&N filter or intake system to top it all off.
3.73 or 4.10 gears are also a must have if you to a lot.
I tow a lot with my 89 Blazer. Just towed my 18' boat over 1200 miles down to the ocean and back.
With the mods I listed It has plenty of power. I have no problem keeping up with traffic in the hills or on the flats.

Make it a 383, lots of torque! Hills are the drag races for towing...My 383 with 7700 lbs in tow dusted a 460 towing less than 5000 lbs up Texas Canyon in AZ.

Might consider 31s with 373s...good package for towing but will suffer off road.
