floor on the inside... Ive got a hole about 3 in wide by 1in high... Thought about taking a grinding wheel and taking down to the metal and then painting w/ naval jelly then fiberglassing over... Question is when i go to sand down will it be to thin around the edges to hold the bond... I dont know how to weld so if it has to be welded I will have to take it somewhere... Also ive got some rust / bubbling going on over the wheels on the outside... Any help is appreciated...

I'de fix it right the first time and weld in new metal. If you don't get rid of all the rust it will just keep coming back to haunt you. If you plan to keep your rig fix it right.
