I have this old 4 lamp shop light in my garage that I want to get working, but it didn't have any ballasts. So a quick trip to Home Depot and I have 2 ballasts.

I wire them up just like my other 4 lamp/2 ballast shop light.

    Doesn't work.

Odd thing, though, if I take a wire and jump a blue wire with a red wire it will flicker the tubes as long as the jump is sparking. But won't stay lit with the jumper on.

Any ideas? I'm confounded right now.
