Maybe for dial-up. I am on cable and have had downloads at +500K. This is a good site to test your bandwidth.

    http://bandwidthplace.com/speedtest/

The biggest limit on Downloads for high speed connection is the rate the other end will give the data to you.

EDIT: My tested rate is 6.2mbps

When i had cable i would dl an average 500KB/s. We downgraded to dsl, i dl at about 150KB/s on a good day, usually 125. 1.96KB/s is SLOW!! When i had 56k i could usually get about 4.5-5KB/sec

I am on free ethernet provided by my college and that test says mine is at 2.4 megabits per second. The average ethernet speed for my state however is 5.37 megabits per second.

If i did my math right then your only d/ling at 40KB/s, i got sbc dsl also and im getting 128KB/s. You may be getting some loss between your connection inside and the one to outside of your house. Also, theres a lot of people on at this time of day.

Running pretty slow right now, but it is a peak time. I'm on cable in a pretty densely populated area. Cable is by far the most popular broadband around here.
