    Requires, with respect to such comp-time, that employee participation be voluntary, and that collective bargaining agreements be honored.

    Allows employees to withdraw from the comp-time option program at any time and upon giving notice. Allows employees, at any time, to request in writing that monetary compensation be provided in place of their comp-time balance. Requires employers to provide such monetary compensation within 30 days of receiving such request.

    Anybody that thinks the president starts laws needs to read the constitution again. I think that's done in a different branch of government!!!!!

    Actually, the president does start laws. So do the senators and assemblymen. Also the governers. Everyone can start laws. What happens is that a thought for a law is put down on paper and then submitted to someone who can do something about it. ie; a legislator, governer, president or what ever. Signatures are gathered and the law is written up and sent through the house and a whole lot of other things and eventually gets voted on and passed or not passed.

    If I wanted to I could bring up an initiative to make it illegal to make right hand turns unless you are driving a Chevy. It prolly won't pass but with enough support and money I can at least bring it up for a vote.

    What really pisses me off about the whole thing, besides the clowns who started this mess and apparently don't want to own up to their stupidity; is when I did the search on this yesterday, I hit Yahoo and about 90% of the sites that were listed on the first page under "overtime pay bill" were nothing but left-wing, socialist, whiny ass a**clowns whining about the thing, and I couldn't even find a bill number on those sites. Got lucky and found the number around site #19 on the search and went from there.

    Just another example of left wing scare tactics at it's finest.
