Is the R&D department normally a part of the engineering dept or is the R&D department under Manufacturing? Just asking.

R&D is under engineering but it can have a focus. Such as a focus on new product development or on manufacturing processes.

at my dads work, R&D isnt "under" anything... its completely seperate and reports only to the plant manager and higher-up bigwigs from out of town. If it matters, he's in the chemical business.

Neither. It is a dept. unto itself. I am the "R&D Manager" for a local manufacturing company. I answer only to the "VP of Manufacturing" and the CEO.
