Does it go up all the time with the key in the back???? If yes then I'd say the problem is the dash switch.

Bad safety switch. Open the tailgate and look at the latch on the driver's side. Thats where the switch is hooked to. Take off the big access panel and the rod going from the handle to the latch. Now undo the four big phillips head screws on the latch and pull out the assembly. It will have some wiring plugged into it. A good cleaning or new switch and that thing will roll right up. You can also jump the two wires and have it work all the time.
