At what point is a degree shim or offset shim considered a lift block?

I read somewhere(a long time ago) that you shouldn't go much more that 3 degree on a front shim.. *shrug* And if you can, get machined steel shims rather than the ones made by most aftermarket companies which are some sort of cast.
