    Jarbidge Shovel Brigade Fundraiser 11/4/00: The Jarbidge Shovel Brigade
    is holding a fund-raising banquet and raffle on
    November 4, 2000, at the Weston Plaza in Twin Falls, Idaho. The
    proceeds from this event will be used to continue our land
    rights battles, both within Elko County and in other areas of the United
    States.

    Guest speakers for this event will are Dr. Michael Coffman from
    Environmental Perspectives of Bangor, Maine, Idaho
    Congressman, Helen Chenowith/Hage, Elko County commissioners, Roberta
    Skelton and Tony Lesperance, and Mike Lattin of
    the Shovel Brigade.

    Dr. Coffman produced the "simulated reserve and corridor system to
    preserve biodiversity" maps. You can find these maps on the
    internet at www. Epi.freedom.org. This is pretty scary material.

    We need your support. Please consider making a donation of cash or
    suitable items that can be used in the raffle. If possible, we
    would also encourage you to attend the event on November 4, at Weston
    Plaza Inn on Blue Lakes Blvd. No host bar at 6:00
    p.m. (mountain time) , dinner at 7:00 p.m.. Dinner tickets are $35
    each, which includes gratuity and tax. We have secured a
    block of rooms at the Weston for those that attend from outside the Twin
    Falls area. Rooms are $48 double or single. Be sure to
    mention the Jarbidge Shovel Brigade when making reservations. Banquet
    tickets can be bought at Elko & Twin Falls businesses
    and through the shovel Brigade office. Phone or mail orders accepted
    with credit card or check. We will mail your tickets right
    out to you, or we will hold them at the door for you if time is getting
    short.

    Black Rock Nevada -

    We need help from everyone on this one. If you look at a map of the
    western United States this is the beginning of a lockup of land from the
    Black
    Rock Desert near Reno, NV clear into Oregon by connecting the Black rock
    to the Shelton antelope Refuge, the Steen Mountains and on into
    Oregon.

    ALERT - Take Action NOW to Keep the Black Rock Desert Open for Public
    = Use!

    Nevada's retiring US Senator, Richard Bryan, is pushing land lockup
    legislation through in these last days of the Congressional session,
    hoping
    action will occur without anyone noticing!!! His bill, S. 2273, would
    create a "Black Rock Desert & High Rock Canyon Emigrant Trails National

    Conservation Area" of about 815,000 acres in northwestern Nevada. The
    Senate "passed" the bill the evening of October 5, although S. 2273 was

    lumped in with 5 other bills, less than 20 Senators were present, and
    even
    then, it was just a VOICE vote of those 20 or so present to pass all 6
    bills together. This is careful law making???

    S. 2273 designates 757,500 acres as wilderness, even though BLM only
    recommended 302,365 acres for wilderness. S. 2273 has no maps to see
    exact
    wilderness boundaries. S. 2273 places a new preservation emphasis on
    this
    huge block of Nevada even though only 50,000 acres max is needed if you

    want to preserve a one mile wide corridor of the Lassen-Applegate
    Emigrant
    Trail, and the Trail is already listed as a National Historic Trail.
    About
    18,000 acres of private land are within the NCA boundary. It's not hard
    to
    guess what happens when "preservation" is the emphasis instead of
    multiple
    use & ranching, hunting, mining, mechanized and motorized recreation,
    and
    active management of wildlife get restricted, piece by piece. The
    Governor
    of Nevada, the Nevada Association of Counties, various elected
    officials
    and state advisory boards, and numerous local, state, and national user

    groups OPPOSE this lockup bill because it is excessive and unjustified.

    As the session winds down, attempts may be made to attach S. 2273 to an

    appropriations bill as a way to get the approps bill to the White
    House.
    Senate leadership, under veto threat, must decide which bills go to the

    President, and which do not. A package deal could be crafted at this
    late
    stage to include the bad bill S. 2273 along with good bills.

    This is raw politics & policy making at its WORST & the ends justifies
    the
    means. YOU CAN HELP STOP ANY LAST MINUTE MANUVERING by calling the
    Senators
    listed below. The message is short and
    sweet & OPPOSE any further action on S. 2273 and listen to Nevadans.
    Don't
    let S. 2273 be attached to any appropriations bill as a way to sneak it

    through. Don't let S. 2273 be used as the trading stock by the Senate
    leadership for other bills. Caution and restraint by Congress respects
    the
    wishes of Nevadans and others who have been shut out of this bill.

    Update on CARA (Not quite Dead):

    As you all know CARA has been defeated, for the time being. In spite of

    CARA's current status of defeat, it appears there is a continuing
    attempt by
    Senator Trent Lott to add land acquisition money to the Commerce,
    Justice
    and State Department Appropriations Bill. There is a good chance this
    bill
    will pass in the next few days.

    This information is from the American Land Rights Association (ALRA).
    ALRA
    sources the Washington DC publication, Roll Call, (Oct. 16th issue) with
    the
    story that Trent Lott has pressured the non-partisan, Senate
    Sergeant-at-Arms (James Ziglar) to lobby for a last minute, dark-of-nite

    land grab.

    According to Roll Call, for the last 18 months Ziglar has helped to
    maneuver
    CARA through the legislative process at the behest of Senator Lott.
    Needless to say, little pieces of CARA are still alive, thanks to James
    Ziglar and Senator Trent Lott.

    Both Senator Lott and Senate Sergeant-at-Arms Ziglar need to be
    contacted,
    with particular emphasis on James Ziglar.

    When contacting Ziglar do not let him distract you by saying you need to

    contact Senator Lott, as it is Ziglar himself who has been extremely
    instrumental in the previous and continuing efforts to push CARA. The
    question to Ziglar is why! Why does he and Senator Lott want to condemn
    my
    property? Or, why does he not want me as an average citizen to own and
    freely enjoy private property ownership?

    It seems there is no end to what some in Congress will do to benefit
    themselves at the expense of citizen rights and freedoms.

    Save the Dam Convoy & Rally: We Need your help. What began as a "Take
    Back Washington" rally has grown into a "Save the Great
    Northwest" rally.

    We have Been promised a very high level national figure from the Bush
    campaign.

    We need to get people to join the Nov. 3rd convoy that leads to Pasco
    where the most important and largest political function of the election

    year will be held at 5:30 P.M.

    More detailed times for the bus route will be sent in later messages,
    but as of now there will be a Spokane stop at about 9:00 - 10:00 AM and

    a Moses Lake stop at about 11:45-12:45 PM. Next will be Yakima at about

    : 2:30- 3:30 PM - then on to Pasco.

    We are asking people to form local area convoys and join the bus route
    along the way. ATTACH SIGNS TO CARS AND TRUCKS IF POSSIBLE.
    We will have a phone number for the main bus tour so local convoy
    captains can corridnate by cell phone.

    Due to the short time to organize its important that every organization

    take the time to activate their members.

    People need to pack a picnic lunch and make a day of it .

    IT CAN BE A LOT OF FUN

    AND IT CAN MAKE A DIFFERENCE IN THE ELECTION OUTCOME.

    RECREATION AND RESOURCE GROUPS FILE SUIT AGAINST CLINTON'S
    GIANT SEQUOIA NATIONAL MONUMENT

    WASHINGTON, DC -- In an ongoing effort to protect access and local
    input,
    several recreation and resource
    groups joined with Tulare County in filing a lawsuit against President
    Clinton's Giant Sequoia National
    Monument. The suit was filed today in the U.S. District Court for the
    District of Columbia by the law firm of
    Saltman and Stevens.

    If not challenged in court, the Clinton Proclamation will close over
    327,000 acres of the Sequoia National Forest in
    California to recreationists and outdoorsmen who use jeeps, all-terrain

    vehicles, dirt-bikes, 4x4 pickups, and
    snowmobiles to access and enjoy their public lands.

    Several of the plaintiff groups are either members or affiliated with
    the
    Blue Ribbon Coalition (BRC), a national
    recreation organization based in Idaho. Both the Sierra Nevada Access
    Multiple-Use and Stewardship Coalition
    and the High Desert Multiple-Use Coalition joined with the BRC in an
    earlier action this June when they filed a
    R.S 2477 rights-of-way assertion to protect access to over 600 miles of
    jeep roads and trails that will be closed by
    the Clinton/Gore administration's proclamation.

    According to Don Amador, the western representative for the Blue Ribbon
    Coalition, "I'm proud that my fellow
    recreation and resource colleagues have joined forces with Tulare County

    and the Saltman and Stevens law firm to
    protect our access rights to the Sequoia National Forest."

    "The collective weight of this suit and the previously filed R.S 2477
    rights-of-way assertion will most certainly
    make the Clinton/Gore administration take notice that a growing number
    of
    folks are getting tired of their
    top-down edicts issued from the White House. This action today will
    also
    compliment the recently filed suit by
    the BRC and Mountain States Legal Foundation against several other
    presidential monument designations,"
    Amador continued.

    "It's frustrating for many of the local residents and recreationists in
    California who worked hard
    in an earlier mediated settlement agreement that had already protected
    the
    existing redwood groves. I think the
    plaintiffs in this case feel that Clinton's Proclamation was simply
    political payback to extreme preservationist
    groups for their support of Al Gore's candidacy for president," Amador
    concludes.

    The Blue Ribbon Coalition is a national non-profit recreation group that

    champions responsible multiple-use of
    public lands. It represents over 900 organizations and businesses with
    600,000 members.
