Take a look in C:\Windows\System32\Drivers\Etc for a file named "hosts".

Open the file with notepad, and then click "Edit->Find" and look for "ebay.com". If you find anything, delete the entire line and try again.

For now, that's all I can think of, unless there's something wrong with your providers DNS server.

If you click Start->Run, type "CMD" and hit enter. In the resulting dos box, type "NSLookup ebay.com".
    You should get this:
    Code:
    Non-authoritative answer:
    Name: ebay.com
    Address: 66.135.192.87
If you do, or even if you don't, copy that IP address (66.135.192.87) and paste it into Explorer's "address" line and hit enter, see if that brings you to ebay. If so, then the problem is somewhere in name resolution.

What exactly is the error you're getting when you try to hit ebay?
