Where does the the L-bracket mount to when the sway bar is disconnected? Do I need to drill a hole in the frame or is there a better place to do it?

You put it on top of one of the bumpstops.

no drilling required. just remove bump stop and slid it on the same bolt then re-install bump stop. It was real simple. Although get allot of questions. "what is that braket for?" .
