The easiest way is to remove the bolts and then reinstall them..... Is the bumper and sheet metal of the back? If so you can get a Tire iron and work it around that way.......But I would put the spring around the bolts those tailgates are heavy?

I used a long screw driver and I mean long.... to pry the torque rod springs over the bolts.. of course the rear bumper was removed on the junkyard donor truck... So the springs were easy to get to.
And it's easier with the tailgate in the closed position. Less stress on the springs. Hope this helps.
