    Will a 16.5x9.75 wheel be wide enough for a 38.5x16x16.5 TSL? I just want to make sure I don't burn up the center of the tread.

    yes, but you will have to experiment with tread/lug contact patch width.

    I am running 38x15.50x16.5 Swamper Radials on a 9.75" factory steel wheel. They seem to work just fine.
