tolerance for spring hanger bolt holes?????

    rear spring, front hanger. springs are inboard directly under the frame. so there is a plate on eiter side of the frame rail hanging down. two 4.5" bolts go thru both plates, a spacer, and the frame itself.

    now, how much bigger can the hole in the frame be than the bolt itself?

    i worry that if it is too big it will be sloppy and bounce around in there till it breaks. currently there is zero tolerance, i need a hammer to get the bolt in place, and the spring eye holes are just off enough that the bolt wont go thru. on other stuff on the truck they aloud a little bit of play, but how much is safe?? please help me, id like to get this done today.
