I have a tree partially down in the front yard that is snagged on another. It's a big one and it needs to be pulled to one side to avoid hitting the house. What's the proper technique for pulling a snag down?

Either trim it and drop it or call a tree service. I usually just trim them and hook the truck up to pull them where I want them to fall.

Yep, cut all ya can off the upper parts. Keep tension on it with a winch cable or some equivalent!
