This is an 87 Jimmy with a TBI setup. The truck boggs somewhere between 1000-1300RPM under load and in park or neutral. My cousin guaranteed me that it was the throttle position sensor, so i changed it and no good. What do you guys think it could be? My next step is probably to replace the MAP sensor.

Dont think its a map sensor. If the MAP is bad your engine will usually run pretty rough and the check engine light will come on.
how long has it been since you changed the fuel filter?
Also check to see in there are trouble codes stored in the computer

Your truck has a computer. Quit throwing parts at a problem, and use it! At the very least, get a service manual and rent a scanner to make sure everything is running in the correct range. (correct O2 sensor operation, TPS, etc., etc)
