why do offroad parks seem to not want individuals, and only allow groups?

I read the rules/policies of rausch creek and paragon and I seem to recall some other places that don't allow individuals onto the grounds but a group is ok. can someone explain it to me?

I would guess emergencies, and stuck individuals.

Quit possibly they understand that rigs do break down. An individual would have a hard time to repair their rig under different circumstances. Always wheel with somebody.

    Best guess.

Also, a lot of parks like that are open only on a reservation basis. Meaning they're not manned if you're not there. If there's only one person coming it's not worth their time.
