I have a 77 truck here in Cali... I was having the same issues. I made an appointment with the smog ref and called him. He told me everything I needed to know. Mine was an Hd fed model, no smog pump, no cats, duel exhaust, no evap and I could run whatever intake/exhaust I wanted. All I needed was stock or cal legal heads and a thermostatic air cleaner. And I have to blow but the standard is very lax, at least in my rig.
