I found a 3/8 hex flange nut very close to the correct dimensions for the spacer and bought a new M10 x 25 hex flanged bolt. After drilling out the threads in the hex nut, I was able to bolt up the bracket to the new pump.

Pressing on the pulley was interesting. I used a random belt to make a strap wrench with a pry bar, then used the bolt, nut, and washer provided with the pump until the washer failed. Then, I found a thicker washer. Halfway on, it started getting difficult, so I put it looks the pump with the pulley facing my infrared heater for 10 minutes and it finished installing smoothly. I think my shop was barely above 40f when I was out there, so the was needed.
