86 it blazer tail light / turn signal problem

I have an 86 k5 blazer and I am having a problem with the passenger side tail light and turn signal. Whenever the head lights and running lights are off the break light and turn signal works on both sides. But when I turn on the running lights on or the head lights on the passenger side taillights stays on like I am pushing on the breaks and it doesn't blink when the turn signal is on. I have replaced both tail light bulbs and both front turn signal bulbs and the turn signal fuse. If someone has any suggestions that would be great
 
Check the grounds under the taillight housings, and look for shorts on the 4 conductor wire running from under the brake booster, along the frame rails, back to the left taillight. Common thing for them to short or to have an open/intermittent ground
