86 it blazer tail light / turn signal problem

I have an 86 k5 blazer and I am having a problem with the passenger side tail light and turn signal. Whenever the head lights and running lights are off the break light and turn signal works on both sides. But when I turn on the running lights on or the head lights on the passenger side taillights stays on like I am pushing on the breaks and it doesn't blink when the turn signal is on. I have replaced both tail light bulbs and both front turn signal bulbs and the turn signal fuse. If someone has any suggestions that would be great
 
Check the ground circuit at the light. Chances are it's loose or the wire is broke. With the ground comprised the electricity is finding ground by back feeding the other side of the dual filiment bulb.

Where would that be in the dash right
 
The ground circuit is at the light. Pull the tail light lens and then pull the light housing out. You'll see the wires going into the housing. Follow the black wire as it is the ground. Check where it attached to the body.
 
mine does this its the switch inside the column, turn it on and play with the switch mine will go out
I have a switch just haven't changed it yet
