86' K5 Kick panel should it be insulated

Hi all ! We are working on a full floor on a 86 K5 GMC Jimmy. Before I seal up the kick panel should I insulate it. And what to use. Does it get wet behind there? I don't think it's supposed to normally. But this is a northern truck and seems to have rust inside this dead space. We did spray with rust encapsulator. Thinking of hitting it with fluid film too. What are the thoughts on this?
 
Entirely possible water did infiltrate, especially if the windshield seal was shot or yours has the vent and water got in that way. I didn't put any insulation behind mine, other than sound deadener just for the heck of it.
 
thank you so much for the reply, We did spray it with rust converter and once that was dry we put some fluid film up in the void. We wanted to do something to address the corrosion atleast. Its always nerve racking when you are about to close it up and know you cant get back in there . thansk again for your time
