when i put my pushrods back in and go to tighten the rocker arm nuts down what is the best procedure to do so. i have heard a couple ways but don't know whats right:(

TDC on each cylinder, tighten nut while spinning pushrod, when you feel the slightest bit of drag on the pushrod, stop, and then 1/2 turn more.

You can do more than one cylinder at a time, and it really doesn't have to be at TDC for the cylinder, (just need to be on the base circle of that cam lobe)but one at a time just makes it easier.

zero lash plus one full turn of the nut is stock factory

when a lifter is all the way donw in its bore then that is when to adjust it
