'88 Suburban body bolt roadblock

The tough body bolts seem to be positions 1 & 2, which bolt up from the bottom into what seems to be a threaded plate, or something similar, inside the body support panel, where the body mount is. Though I squirted alot of kroil through the hole next to the body mount, none of it seems to have found the threads. I broke the #1 bolt on the passenger side, and at #2 on the driver's side, the plate seems to spin with the bolt, so it won't come out. It looks like I'll need to cut holes through the cab floor to get at them, then weld a patch back in. Does anybody have any comments or suggestions. Thanks.
 
Thats pretty much what your going to have to do unless you can figure out a way to get the bolts (or broken off pieces) out from there without cutting a hole in the topside floor.
