Is it safe it take the belt off of the air pump. I put an edlebrock chrome air cleaner on the throttle body so there is no place to hook up the hose. ? is will it mess up anything to take the belt off. It make a loud annoying hissing noise is the reason for taking it off.

Well, if you disconnect the pump, chances are, if you ever want to hook it back up, it probably won't work. Something about them not being used tends to make them fail. Anyways, if you are in an emissions state, it may cause you to fail either a visual or a sniffer.
