I know this is an old thread but I didn't see anyone suggest to start by replacing the rubber brake hoses. 2 in the front and 1 rear. I also had '87cc dually and after replacing all the brake hardware with severe duty pads and shoes, calipers, and rear spring hardware. I still didn't have very good brakes. I replaced all 3 of the rubber hoses and wow what a difference! I finally had good brakes. A year later I replaced the power steering pump, and I must have got a good one with turned up pressure because after that the brakes became very sensitive!
