Well I'd say it's more like a trade of their labor to keep up the property. Gotta pay for the mower gas somehow.

Hey, I was thinking about this recently.
If you can get a tow truck, check out the laws, maybe you could tow for a couple small businesses that get their parking lots abused, and use the lot as your impound yard.
I know there's more involved legally than just hooking up and driving away, I think you'd have to get an employee if the store to authorize each tow and swear the vehicle is not authorize to be there. But it could be profitable if you find a lot owner near a train station/airport/movie theatre/etc that has a problem with non-customers taking space from customers. You could charge $200 for the tow and 1st day of impound, $50-$100 every day thereafter (all depending on your local economy)...
I live in a pretty congested area, so I know this would be something profitable around here (provided you can compete, there are a lot of tow companies here, too). I don't know how it is in your area.
