Yup!.... I have had to every time I've done it. Can't get the cross pin out without removing the ring gear.
I think it depends on the gear ratio, with my 4.56s (old front end), I had to remove it.
I dont think th e gear ratio is going to matter. I had 3.08's when I got mine and put it in the front and stll had to remove the carrier to put it in. Just be careful of shims and put it back the same way you put it in. I had never done it before and it was not nearly as hard as I thought it was going to be.
I have one as well and always have to remove the ring gear.
I think with the lock-rights, it depends on the thickness of the ring gear. Thin ring gears can be done without removal, thick gears require removal. Check out http://www.offroadexchange.com/daklocker.htm for some pretty good details on installing a lock-right on a Dakota.

did one with 3.73's and had to remove the ring gear from the carrier.
