ECM 1 is cold... ECM B is hot

tracing computer goblins in my v 3500 tbi bb crew...
No fast idle and hard start after I put in a dual battery system with optimas... (although the installation/problems may have been coincidental)
Anyway after install truck was hard to start... no fast idle, no check engine light when in the on position...
Put a reader on and no codes were there... noticed my radio clock had reset itslf each time I shut truck down
Checked fusebox and found NO POWER to ecm 1 fuse and hot always at ecm b fuse.... does anyone know if ECM1 fuse is supposed to be hot all the time?
I suspect my computer is not getting power like its supposed to..
This is basically a new truck with 39k miles on it and is pretty much mint otherwise....
