Failing smog after new engine install.

They did a diagnostic. The HC was about 220 at 2200 rpm, a little higher at idle. The CO was just barely over at idle, fine at high rpm.
 
This is tbi right? Check the min air adjustment. It might be running the iac at a really high stepper count and making the engine run rich at idle.

This is nearly the exact numbers I was at too. The new cat wasn't my fix because I failed several times, and my numbers after the new cat weren't really improved over my old cat. But the guy coached me through it and I squeezed by on the numbers. Ultimately, I think the timing just needed to be played with. Ignoring all of the other parts of my story in between, I recently had another smog test done after having a cylinder head replaced, and the numbers were MUCH lower and the timing was probably just dialed in better. Replacing the cylinder head didn't solve the problems I was having, so it should be a fairly similar comparison. Is your timing advanced? Perhaps you're just slightly out of spec on the timing.

Still failing. How do I go about checking the min air adjustment?

So far, I checked the timing. It was about 4 degrees forward, I adjusted it to -3. It has a cool thermostat, 180 I think. It failed at idle today, still about 220. I'm wondering if it's not getting hot enough. It's a brand new engine, stock replacement. About 75 miles on it. Fresh oil change to royal purple right before I took it in.
 
So you have a few issues, check the fuel pressure to be sure its not to high because TBI is metering fuel based on pressure and injector volume and both are tied together, also the min air adjustment looks like the idle adjustment screw on a carb, tbi has idle air control so if you have it adjusted properly your IAC stepper counts on ALDL will be below 30. if they are high the ecu adds fuel to match the rpm speed.

Check your Map sensor hose and EGR as well.. you might just be needing to get the motor broke in.. engines dont really seal up until 500 or so miles.
 
It passed! But it was super shady...

While driving it home it ran like ass, wouldn't go faster than 65. I suspect the tech retarded the timing until he could get it to blow low enough HCs.

Went to check the timing, and my key cylinder broke. It'll be a couple of days while I wait on amazon to figure out what the tech did.

Go the key cylinder fixed and got the engine running. I timed it and it was timed perfectly. I checked all the sensors and made sure all the plug wires were hooked up. Took it for a test drive and it still feels off. It feels like some power is missing. Before I could get it to 80 and just cruise, now it takes it's time getting there and struggles to maintain speed.

I have no idea what this technician did to it while testing it, but I'm frustrated. Don't wan to take it back, it's obvious he doesn't know what he is doing...
 
Weird.. Kind of sounds like the fuel pressure is a little low or something else's goin on..
