Fuel leak problem with carburetor?

Is the throttle shaft supposed to hold fuel back, or is there not supposed to be fuel there?
 
So after my mechanic friend rebuilt the carb twice, I decided to take it apart to inspect his work.

Floats are set wrong! Can you believe that. They were too high. Not even close to 7/16ths!
 
In all fairness Edelbrock says 1/2 for 4x4 which I find bs. If you need to trouble shoot or repair one of these, use the old carter carburetors literature

Originally they were maybe 3/8 or less. floats were sitting level if that makes sense.

I set them to 7/16th. Should I stick with that?

You want them to be low enough they don't overflow and high enough you don't starve the engine at full throttle.
If it weren't for your situation for parking it would be more forgiving

So... What do I do? Keep lowering until it starves at full throttle and then raise it up until the starvation stops?

I would say try it at a slight downward angle to compensate for the hill you park on.
My best advice is to get a qjet though
