supposed to be? Got the inner one to 50 foot pounds, then backed offa a quater of a turn.

depending on year, d44 vs d60, and who you ask, anywhere from 80 - 150 lbs-ft. Nothing wrong with erring on the tight side.
 
8lug 10 bolt year unknown. Do I need to rotate the rotor while tightening it like the inner hub nut?
 
no need to rotate, I personally would only make it tight enough so you can undo it on the trail if you break an axle shaft.
