How to adjust the trans kick down cable?

Sounds like you need to find a new shop to deal with. Around here any tranny shop would take it for a test drive for free. From what you're saying now it sounds like everything is working properly but you just aren't getting a "downshift" at higher speeds. There are different valve bodies and some won't allow downshifts after a certain speed/RPM
Not sure if they do it free here or not. The problem with that is they will guess at what is wrong. Then when they go to fix it and that doesn't actually fix the problem then they just roll that into..well that was part of the problem. When really the part they replaced on their 3rd guess whas the one that need to be replaced. Most shops wont own up to their mistakes (misdiagnosis) and will pass the cost onto the customer as cost of doing business.

When I'm doing 35 in 3rd and smash the pedal I would expect it to drop to at least second. Or if going up a hill and the engine bogs down I would expect it to downshift. This thing just stays in whatever gear its in until you slow down.

Thanks for all who have replied. Yes I have tried setting the TV cable as described in the website posted mine doesn't ratchet out on its own so I have to manually pull it out. I pull it out until there is no slack left on the cable when I pull it.
 
You need to at least take it to a shop and have them set the TV cable and see if they have troubles also. If so then i would replace the cable, it may have stretched (which is a common problem with them).
