hub nuts on 14b ff... how tight?

okay so im rebuilding my drum brakes on my full floater. for those of you who were wondering i did indeed get the driver side drum off but it took a lot of work. when i took the two nuts (with that weird ring with the tabs between the two nuts) off the driver side they came out with very VERY little effort... niiether of them were tight. when i took the passenger side drum apart, the outside nut was all the way off and just hanging. the other nut was slightly tighter than the first. but whats the order of tightness? its been a while since i did my 60 i thought it was that the inside nut is snug, then the ring with the tabs on it, then the outside nut is supposed to be as tight as you can get it? or is it the other war around?
 
The inside nut sets bearing preload and should just be slightly snug (some people will give actual torque specs, I always do it by feel in regards to the drag when spinning the hub). The outer nut should be tight and is what holds the setup in place.
 
Torque inner nut to 50ft. lbs. while rotating the hub, then back off nut one full turn then retighten to 35ft. lbs then back off 1/4 turn, now install washer then outer nut and tighten outer nut to 50ft lbs. It sounds like your set-up uses the washer with the lock tabs that one needs to be folded against the outer nut once torqued so don't forget to bend one tab against the outer nut.
