Try this before buying a new pump......................
In the engine compartment, find the fitting that connects the fuel line to the injector rails. Unhook that line, and put the end in a bucket or can. Now crank the engine over for about a minute. Check the bucket for ice, and fuel. If its ice, crank it over some more, till gas comes out. If you get nothing, then time for a pump.
Yesterday, I worked on 2 no start Dodges, and got them running. One was a 94 5.2, with a weak battery. The motor would not turn ovetr fast enough to fire, but enough for the injectors to spray. Result was 8 fouled plugs. Replace plugs, new battery, and on the road again.
The othetr Dodge was a 98 3/4 T with 5.9. Same symptoms, but different cause. This one had a crack in the heater hose, and sprayed right in the air filter intake. Covered the element with ice. Instant rich, and fouled plugs. BTW, all the troubleshooting was done in sub zero weather, so I feel your pain.
