Why are these half ton hub caps different? Why is one flat and the other raised center? One for the 10 bolt and the other for D44? Aesthetics?

Early vs late model would be my guess? Maybe the flatter style was for the rigs with fulltime 4WD that had pretty low profile caps rather than a locking hub?
