how to tell between long and short pumps and does the year of block matter.
 
For the most part the short pumps have a pretty smooth housing and the tall pump has some "ribs" on it. The short pump stopped about 1970 or so with the exception of the Vette which used the short pump even later. The year of block doesn't matter as you can install either pump on any year engine with the correct pulley set.
 
I just swapped a short pump from a 1971 blazer. Here is a comparison pic.

The short pump is on bottom and doesn't have additional holes for mounting alternator bracket (passenger side) and power steering (drivers side). Also, the short pump measures about 6" from the block mounting surface and the long pump measures about 7 1/2". They both mount to the block in the same holes.
