torsion bolts uneven

96 Blazer. Not the original owner.
Went to adjust torsion keys last night. One side (can't remember which right now), the bolt was bottoming out while the other side still had probably 3/4 of an inch of thread. But the height was roughly the same on either side. My guess is someone else monkeyed with it in the past, and didn't preload or clock the bars the same. Would this be a correct assumption? As far as I can see, nothing is broken.
 
Lots of them i seen that way over the years . Just lots of differences they have to level out for so the bolts can be all over the place sometimes .
 
Guy I had as a teacher in tech school said they used to get brand new gm vehicles in that were no where near level all the time at the dealership he was at back in the day. I bet the factory doesn't even check them ever. Just set it to what they have for a factory preload and send it. Yours could be many things, accident, weak bar, as long as it sits level and rides OK don't worry too much about it.
