What changed was that I installed the new distributor. The vacuum advance mech. had a bad diaphram so no rpm change was evident when it was hooked up.

If the charcoal canister IS NOT being used, can/should #1 be left uncapped?

No, your creating a vac leak and it will draw unfiltered air into the engine.
